Patch Development Branch

I decided to create a directory, branches/patch-devel (see r444), which I'm going to use to make branches for times when I am developing patches.

I keep all the actually patches in the debian/patches directory in given builds for various distributions. However, I'd like to have a place where I can actually commit the changes in something other than a dpatch file.
