Created directory for tools used for development of Loblaw. These
aren't of particular interest to loblaw users, but will probably be
used by those who develop or improve it.
Added first version of script to update loblaw-test files in Mercurial
based on versions stored in SVN upon SVN. This script is based on a
script that we developed internally at SFLC (and which will be later
released as part Loblaw's calendaring stuff) as a post-commit hook.
